Rental Policy of Hertz St. Thomas, USVI

Hertz Rent-A-Car offers the flexibility of driving itheir rental vehicles on both St. Thomas and St. John.

Terms & Conditions

Loss Damage Waiver (LDW):
Loss Damage Waiver (LDW) is recommended when renting a car on the islands of St. Thomas & St. John due to challenging road conditions and driving on the left-hand side. LDW is optional unless you're using a debit card for payment. It's essential to check your own insurance policy as not all policies cover you in the US Virgin Islands (USVI).

If you rely on your personal insurance, you can opt for Partial Damage Waiver (PDW) to cover your deductible and up to the first $1000 in damage, including Loss of Use, Administrative Fees, Diminution of Value, Tires, and Glass

Charges associated with the base rate include local taxes, which may change over time. There's a two-hour no-show policy, so inform the rental counter of any delays to preserve your vehicle availability.

Smoking is not allowed in vehicles, and a $250 charge applies if smoke (cigarette or marijuana) is detected. Excess sand and dirtiness may lead to a cleaning fee of up to $250.

All reservations are automatically enrolled into our Emergency Roadside Assistance (ERA) program and will receive any of the following services like tire changes, battery jumps, out-of-gas rescue, and key replacement (if lost, stolen or damaged), free of charge. You can opt out, and we shall assist in any of these kinds of events for a service fee of $99 per service fee plus any additional costs incurred in the provision of such service.]

State and local taxes
Taxes, fees, and surcharges are included in your estimated reservation total, including Concession Recovery Fee, CFC-APO Fee, VI Daily Rental Tax, and a license recovery fee.

Due to the legal requirements outlined in V.I. Code tit. 20, § 418 & 419, when renting vehicles in St. Thomas, customers are obligated to provide their own verifiable liability insurance upon pick-up. This insurance must be confirmed as transferable to the US Virgin Island Territory. It is highly recommended for customers to check their personal insurance policy to ensure its applicability in this region.


If a customer intends to use their credit card to cover the rental vehicle, it's essential to be aware that proof of liability insurance will still be necessary. Credit card coverage typically does not include Liability Insurance. Therefore, even if you plan to rely on your credit card for coverage, you must provide separate proof of liability insurance.

In cases where customers have neither their personal insurance nor credit card coverage with Liability Insurance, the purchase of Third-Party Liability (TPL) or Third-Party Liability Plus (TPL+) is a necessary condition of the rental.

TPL provides:

  • $10,000 per person for bodily injury
  • $25,000 maximum for injuries to two or more people
  • $10,000 per incident for property damage

Third Party Liability Plus (TPL+) is suitable for those relying on credit cards or purchasing a CDW policy online. TPL + includes third-party liability (TPL) not covered by online policies or credit cards. If a customer wishes to decline the TPL or TPL + they must provide proof of liability insurance or any of these two products may become a necessary condition of the rental.

Customers who have purchased an insurance policy through a third-party website (such as Expedia, Travelocity, Orbits, etc.) should be aware that these policies, like credit card coverage, do not include liability protection. Therefore, customers who obtained insurance through third-party websites must also provide proof of liability insurance or purchase the Third-Party Liability (TPL) or TPL + protection if the customer cannot furnish proof. This stringent approach ensures that renters have the necessary liability coverage to comply with local regulations and protect both themselves and the rental company in case of any unforeseen events during the rental period.

Personal Effects Protection (PEP) is offered to protect your personal belongings in case of theft from the rental vehicle. This coverage replaces stolen personal property from the vehicle, including luggage, clothes, and toiletries, up to $500 per person, with a $50 deductible and a maximum payout of $1500 per incident. Signs of forced entry must be clearly documented in a VI Police Report, and high-value items are not covered.

Return refueling
When returning the rental vehicle, it must have the same level of fuel as when it was received to avoid a per-gallon surcharge. Customers can prepay for the tank of gas at the time of rental, but no refunds are provided for unused gas.

Driver's license
To rent a vehicle, the renter must present a valid physical driver's license and a major credit/debit card in the same name at the time of pick-up. Paper copies or digital copies of driver's licenses are not accepted. Renewals made online after the expiration date on the driver's license are accepted, but the main driver must also have the original expired driver's license present.

Additional drivers are allowed if they present a valid driver's license at the time of pick-up. An Additional Driver surcharge of $9.99 per day applies, and for spouses, it's $4.99 per day.

Additional drivers are allowed to drive the rental vehicle only if they present a valid driver’s license at the time of pick up. An Additional Driver surcharge of $9.99 per day and $4.99 per day for spouses will apply.

Drivers between the ages of 21-24 can rent vehicles but are subject to a $25 per day Underage surcharge.

Accepted forms of payment include credit cards such as AX, DS, VS, and MC. Customers may also use a debit or check card with an MC/VS logo, but they must purchase at least Total or Standard Protection as well as the prepaid fuel option as necessary conditions of the rental. Deposits may take anywhere from 30 to 60 business days to reappear in bank account balances, and the car rental company is not liable for any non-sufficient funds’ charges from the customer’s financial institution. Prepaid cards, including Chime, are not accepted.
